Does my manager have the right to refuse breaks and lunch in a 9 hour day do they have the right to cut hours and change dates and times we work with out notifacation?

Hello Cindy. Employees have rights. The U.S. Department of Labor (DOL) is the agency you want to direct your question to https://www.dol.gov/agencies/whd/contact/complaints. The U.S. Department of Labor's Wage and Hour Division (WHD) is responsible for administering and enforcing worker protection laws. Please call 1-866-487-9243 or visit https://www.dol.gov/agencies/whd. You will then be directed to the nearest WHD office for assistance. The WHD agent will be able to go over with you information you need to file a complaint and may have additional resources available to assist.

Please verify with the DOL, but I believe that nonexempt or at-will employees can legally have their hours cut. As far as advanced notice of the reduction in hours, that varies state to state and may depend on current economic factors the company is currently facing.
