Apartment Management not completing basic maintenance and pest control.

I am currently living in Spanish Oaks Apartments San Antonio, Tx 78209. The leasing office takes work order calls and sometimes I go in person to file them, they have yet to send maintenance to fill those work orders, nor do they have an after hours maintenance number in case of emergency. As a consumer; how do I legally with hold rent until they uphold the terms of the lease agreement to maintain and repair the apartment unit?

In San Antonio, complaints regarding apartment building compliance should be reported to The Fair Housing Council of Greater San Antonio and/or to the US Department of Housing and Urban Development: https://www.sanantonio.gov/DAO/BusinessAndHousing/Complaints

Of course, we encourage everyone to first speak with the manager of the apartment complex to voice your complaint and/or concerns. Remember to always take record of the date you lodged your complaint and with whom and how the complaint was lodged, verbally or in writing. Allow a reasonable amount of time for the manager to address your complaint. If there is no action taken or you feel your complaint was not properly addressed then you should move forward with a complaint.
