Start asking permission to run credit in clear wording. Offer the option to accept or decline.

I called to ask for options for internet for my home. I was asked to provide my last four digits of my social security number to verify my identity. I was never asked to give permission to run my credit report. In a few minutes he said I had a low FICO score and needed to pay $349.00 to install. I told him o never gave permission to run my credit but he said that's why he asked for the last four of my social. I said I would report them ad this is a clear violation of my privacy and had I known he wanted to run my credit I would not have consented to it. He was not even apologetic about it.
