Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. If they are considering doing business with the company, consumers can use this indicator to forecast the likelihood of having their issues addressed if a problem arises. CRI measures the company's customer satisfaction abilities through BCA’s complaint mediation process.

A variety of factors are considered when calculating CRI. This includes how quickly a company responds to complaints, the number of complaints against a company, whether the company addressed complaint allegations, and the outcome of the complaints. CRI is just a subset of the overall rating for the company. Consumers are encouraged to take into consideration the company's CRI, their overall BCA letter rating and other relevant information about the company so they can make a well-informed purchasing decision.

Our family received a letter noticing a "tax offset" for failure to pay a parking citation that has been contested. Per state law, SAM 8293.1 et seq., among others, a consumer must be given the opportunity to dispute and challenge a debt before tax offset can proceed. The Citation Processing Center does not receive or respect challenges to alleged debts given to them by municipalities, and instead bullies consumers toward payment. Every call is a shake-down for payment, with staff claiming they do not recognize or take challenges. When I asked who to direct a written inquiry to, I was promptly hung up on. Their call center also insists on recording calls, even when consumers opt out of recording under state law, thereby intimidating us further. The Citation Process Center's lack of compliance with consumer protections is glaring, all in the interest of collecting money any way they can. Resolution Sought Easy compliance with challenges to alleged debts under state law.

Received a citation from the "Marin Parking Authority." Paid it by sending a check on 11/28/23 for the full amount of $45 to the "Citation Processing Center." Got a new bill on 12/8/23 for a $45 penalty for "partial payment." Called the Citation Processing Center to ask why, and the agent hung up on me after saying I could not appeal this penalty. No recourse. Meanwhile, my original $45 check was cashed and processed. Resolution Sought Waive the $45 penalty and close the citation. They claim that only the issuing agency can do this. In this case, it is the "Marin Parking Authority." However, there is no contact information in Marin for this apparent agency. Marin County has no answers either.
