Inner City Skyline Inc. complaints

We hired Inner City Skyline (ICS) for pool and retaining wall design, engineering plans, and city permits. They refused to pay the city of Corona $2031 for the wall and pool permits even though they are part of the contractual agreement. We ended up paying the permit fees and asked if that could count towards our balance, since they were breaching contract. They refused. We received for the first time an invoice on Mon 8/2/21 for $1887.55. Our balance due was $1170. We asked what the additional charges were for and Jon Partiel stated they were as follows: $700 for legal fees and $17.55 for interest. We asked for an explanation and description of these charges and they refused. There is nothing in our contract specifying interest charges or legal fees. ICS is claiming that we told them that we refused to pay our remaining balance. We did not. We asked them to complete the services that were rendered in our contract (i.e., permits) so that we could close out our balance. We paid the total of $11,670 in full and should not have legal fees or interest charged. ICS is now stating they will be taking us to collection for their legal and interest fees. We wanted to part ways with this unethical and corrupt company, but this is now harassment and legal intimidation. We now are requesting the cost of permits $2031 to be paid to us and to have the $717.55 for legal and interest fees removed and taken out of collection.
