BCA's Summary and Analysis:

Complaints contain a pattern of allegations related to Internet problems including service interruptions, delay in installation, and poor technical support. Some customers allege the company's subcontractor, NorthPoint Communications, had shut down its DSL network without notice. Due to these problems, customers report of cancelling accounts while receiving bills for non-service. The company responds by explaining the price difference between NorthPoint and Covad and the additional taxes charged by the FCC, or by zeroing out account balances. Most complaints remain unanswered.

Comments and Analysis

On March 30, 2001, the California Public Utilities Commission ordered NorthPoint to stop the shutdown, citing the fact that the company did not provide its customers with sufficient notice. In a statement posted on its Web site and e-mailed to customers, NorthPoint explained it had no more money to run its network and would shut it down. The company has been operating under Chapter 11 bankruptcy protection in the U.S. Bankruptcy Court for the Northern District of California, San Francisco Division, from creditors since January 16, 2001.
