Up date our water system or sell the company to someone. Who will fix the problem

I'm on a private water system in Sedley Va in Southampton county . The Owner of the Sedley water Company Is A Mr Finch He charges for water the problem is the system is really Old and it needs updates. He has gotten grant money to upgrade the system but has not none so it's been 3 or more years something has to be done the Community sometimes goes hours days with no water due to leaks and the pump not running or working right I pay 35 dollars a month for a service to his company and not getting what I pay for Some needs to put pressure on this company to either Sell his company or fix our water system that he already collected grant money for and did something else for thank for your help
