Is it legal for a car dealership to run your credit report for a car you are buying (test drove it, told them I wanted it) fill out credit app they say accepted and to come get car and call back and say it's sold? Now I have a ding on my credit score and no vehicle??

Running your credit will help the dealer determine which cars you can afford. Was there a contract created for the purchase of the vehicle in question? And was it signed? Allegations of fraud and wrong doing by a dealer can be reported to the Oregon Department of Justice (ODOJ).
