Complaint Resolution Index (CRI) Explained The Complaint Resolution Index (CRI) is an indicator on how responsive a company is in addressing and resolving customer complaints brought to their attention by BCA. If they are considering doing business with the company, consumers can use this indicator to forecast the likelihood of having their issues addressed if a problem arises. CRI measures the company's customer satisfaction abilities through BCA’s complaint mediation process.

BCA's Summary and Analysis:

Complainants allege misrepresentation of services difficulty contacting the company and inability to obtain refunds of advance service fees. Some complainants allege that company representatives fail to make good on promises to refund appraisal fees if refinancing canot be obtrained through their company. Other customers claim the company fails to honor their money back guarantee in connection with loan modification offers. Complainants also allege the company provides false information on the status of their loan modification. Clients complain when contacting their lenders the lenders have little or no record of contact by the company concering their loan modification. One complainant alleges violations of the FTC "Do Not Call" law.~~The company responds to complaints by denying they promised refunds of appraisal fees and by claiming that modifications were arranged as agreed but offers were rejected by complainants. Therefore the company contends that refunds are not in order. In a few cases partial refunds were offered as final resolution to close the complaint.

Effective October, 2009 in California, it is illegal to collect any fees, regardless of the form, for negotiating or attempting to negotiate a loan modification for a residential mortgage. All modification services must be fully completed before any money can be collected. It is also illegal to divide fees or services into components for the purpose of avoiding this law.

HUD approved housing counseling agencies are exempt from this law. For businesses outside of California, please check with the agency that regulates this industry.
